Indeed, the authority's research had indicated that charity bingo operators believed that "their gaming revenues were only affected by other bingo operators in the area".111 the city's image city council asked us to review, study and analyse the effects a casino would have on the city's image. if the research on economic and social impacts is "extremely limited"112, the research on image impacts is virgin territory. we seem to be the first ones to study this phenomenon in an empirical way. indeed, the only publication to address the issue the city of vancouver casino review - simply presents hypothetical impacts, such as environmental sustainability, cultural diversity, architectural landscapes, photogenic quality, neighbourhood identity and lifestyles. we had to survey various stakeholders in halifax and sydney, in particular, to determine if such impacts occurred. we surveyed hoteliers close to the sydney and halifax casinos as well as montreal and charlevoix casinos ; . both respondents stated that the casino had not affected the natural setting in the city. the halifax respondent even stated that the casino, located on the waterfront, was an attractive facility. both respondents stated that the casino had not affected the environmental sustainability of the city, the safety of residents on the adjacent streets, neighbourhood support and identity, the architectural landscape or the cultural diversity. both the halifax and sydney respondents indicated that the casino had affected social responsibility, but neither claimed that this was in a detrimental way. some responses deserve a more detailed examination. the sydney respondent claimed the casino affected the relaxed, healthy lifestyle in the city. however, he added that they "do not have a healthy lifestyle", since the smoking rate is the highest in the country, they have a high unemployment rate and a high rate of obesity, etc. the casino has indeed perpetuated this trend rather than diversifying their recreational infrastructure. the halifax respondent claimed the casino had no such impact in halifax, but that it is morally unconscionable in an area with such high unemployment as the maritimes to "spend what you don't have". moreover, the sydney respondent indicated that the casino had an impact on his business, but conceded that this is hard to measure because travellers do not identify this as their reason for visiting this area. the casino helps broaden the overall `destination package' but by itself, generates very little direct room nights. the halifax respondent perceived the casino in a more positive light: " it helps the `conference' decision because it is a `built-in' entertainment that a conference can offer. it is an entertainment venue that has allowed us to have a `winter product', or and evening showplace .and ; invests heavily in marketing and promoting the city." although empirical data is not readily available or reliable, we believe a casino will change the internal and external perception of our city. in sum, people will look at us differently. perception can become reality. a casino will draw a lot of scrutiny and controversy. it can become a crucible for passionately held views and agendas. since.
